This reminds me of the "creating a problem to fix it" idea, but it is a little bit different, obviously. This is just focusing on half the picture that is good while ignoring the other half. I feel like this is what politics have come to these days: telling half-truths that line up with people's confirmation bias and running with it. And that is for both sides, not just Trump.
